Reaper is exactly the kind of man you would expect him to be with a callsign like "Reaper": full of doom, gloom, and edgy threats galore. Reaper is death personified, and announces his presence to other players as "Death walks among you". So essentially, he is happy to remind everyone who enters his space that his arrival means that there is a 1 in 5 chance that you're going to end up dead by the interaction. Or, that if he doesn't get you, then something else will. And also, that he is dead. Death is a big theme here.
His weapon of choice is a pair of shotguns, and his ability to recover from any and all damage, given enough time. When his body experiences trauma, it turns him to a black mist that eventually will reform into his corporeal form. Without the threat of death to haunt him, Reaper is prone to unpredictable adrenaline rushes and can rarely be seen flinching away from fights and confrontations. He is very quick to answer with shotguns shells rather than talking things out -- the newscasters often report that crime scenes that Reaper has visited will often be accompanied with scores of death and empty husks seemingly drained of all their blood and soul. Though he is high functioning, he is not always lucid.
One of Reaper's defining quotes in the series is "I'm not a psychopath. I'm a high functioning psychopath." Ignoring for a moment that said statement is possibly one of the most edgy lines ever penned in a video game, it says a lot about Reaper's character. He knows perfectly well how far he's fallen and how deep of a hole he's found himself in, and believes that the only way to go is deeper. Its believed that he was the result of a failed attempt at genetic alteration, which would also explain his psychosis.
Before his fall, Reaper was known as Gabriel Reyes and was one of many in the military that was inducted into their enhancement program. He was a loyal soldier and was known to put all of his heart into his work...which is why when Overwatch selected his once friend and fellow colleague Jack Morrison for the position of Strike-Commander over him, he took it very hard. A little too hard.
The seeds of jealousy that plant themselves that day fester and grow the longer time goes on. Reaper's need for validation and accolades define him as a man. A long time kinship with Jack deteriorates and dissolves, and even when Reaper is handed control of another brand of Overwatch -- it isn't enough. Blackwatch fills the gap, allows him to flex his leadership skills (and also his anger) in constructive ways and keeps him focused, but eventually the jealousy bubbles outward in spite of it and begins to eat away at all of his relationships. Reyes has few love and ties to the Overwatch organization by the time his protege, Jesse McCree, abandons Blackwatch for greener pastures and before the inevitable Swiss HQ crisis.
This carries over into death, leading Reaper on a quest to hunt any ex-Overwatch agent he can get his hands on. Its not an easy task, and he is thwarted several times even with the help of Talon. The swaths of bloodless corpses that he leaves behind don't show many successful missions to go along with it, leaving his motives in question by everyone around him -- even his supposed superiors. Reaper works for his own agenda (outside of hunting ex-Overwatch agents), and gives no clues as to what said agenda might be. It could be argued that he has no real agenda at all, given how casually he faces off with former agent Winston (who also happens to be a giant super-brained gorilla). In spite of the fact that he is easily dwarved by him, Reaper taunts and toys with Winston until he loses his advantage, and simply sighs when the upper hand is gained over him.
Like his comrade, Jack Morrison, Gabriel Reyes joined the military as soon as he was able to. During his time there, he was highly respected, achieved a senior officer position and gained veteran status. The two met somewhere along the line and became fast friends.
Sometime later, the Omnic Crisis strikes. The robots previously shut down suddenly reactivate themselves, and launch a military war against humanity. The war prompts the formation of Overwatch, an elite strike team meant to deal with the unruly bots and their rampage across the world. Leadership of the team was originally entrusted to Gabriel, but after a few missions, Jack Morrison was appointed as official Strike-Commander.
Feeling cast aside and forgotten, Gabriel begins to lose himself to spite and jealousy. Infighting starts small, and interrupts progress against the omnic advance. A special ops splinter group is formed inside of Overwatch, designated "Blackwatch" and command is given over to Gabriel to appease him.
He collects a few underlings, most notably being Jesse McCree and trains them in the art of subterfuge and quick maneuvers. But tensions continue to grow between Reyes and Morrison until everything comes to a head at the Swiss HQ. The details are shrouded, but what is known is that an explosion is somehow triggered by the fighting and both Jack Morrison and Gabriel Reyes are pronounced dead. Overwatch is deemed as unnecessary and dangerous, and is promptly disbanded in their absense.
But Reyes' thirst for revenge is not so easily buried. From the rubble, Gabriel reemerges with new born fury and hatred, plagued by an unknown anomaly that sends his body into repeated decay and regeneration. He vows to slaughter every ex-Overwatch agent that crosses his path until they lead him to his ultimate foe, Jack Morrison. He discards his name and claims the moniker "Reaper" and proceeds to take mercenary work that will lead him straight into the hands of the vigilantes he seeks to end.
